PERMANENT MISSION OF THE UNITED ARAB EMIRATES
TO THE INTERNATIONAL ATOMIC ENERGY AGENCY
The Permanent Mission of the United Arab Emirates (UAE) acts as the main liaison between the UAE Government and the International Atomic Energy Agency (IAEA) and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) in Vienna, Austria.
The UAE has embarked for the first time on a peaceful nuclear energy programme and, in doing so, the country adheres to the highest international standards in all areas of its programme.
Established in 2008, the Permanent Mission facilitates the work of the UAE with the IAEA through cooperation in nuclear safety, nuclear security, non-proliferation, safeguards, technical cooperation, and the implementation of relevant international obligations.. The Mission also advances the interests of the UAE Government in the peaceful uses of nuclear energy through effective diplomacy, negotiations, and daily engagement with the IAEA and CTBTO.
The Permanent Mission is headed by H.E. Ambassador Hamad Alkaabi, UAE Permanent Representative to the IAEA and the CTBTO, and Special Representative for International Nuclear Cooperation.
Through its active engagement with the international organizations in Vienna, the Mission represents the UAE Government in various fora, including the IAEA General Conference, IAEA Board of Governors, meetings on International Conventions, IAEA committees and working groups, review conferences, CTBTO Preparatory Commission meetings, and others.
Since its establishment, the UAE Permanent Mission has represented the UAE during its tenure as a Member of the IAEA’s Board of Governors for two cycles. The first cycle was from September 2010 to September 2012, with a subsequent term from 2013 to 2015.
Through negotiations with the 35 other Board Members, the UAE participates in assessments and approval of IAEA resolutions, Agency accounts, the programme and budget, and other considerations related to the work of the IAEA. Decisions made at the Board of Governors result in recommendations presented to the General Conference.
The Permanent Mission maintains close working relations with representatives of IAEA Member States, and Agency Officials. It also fosters similar engagement with the Comprehensive Nuclear-Test-Ban Treaty Organization to promote the mandate of the Comprehensive Nuclear-Test-Ban Treaty and its entry into force.
Through cooperation with different regional group representatives, the Mission's diplomats represent UAE Government interests within the Group of 77 and China, the Non-Aligned Movement, the Gulf Cooperation Council, the League of Arab States and at other specialized committees, meetings and conferences.
